After manually creating this directory everything works fine, i can now create snapshots, and Yast automatically creates them. Perhaps snapper could auto-magically create the directory if needed? There was no need for the logs, as it is utterly trivial to reproduce. This is on a 12.1 system that is up-to-date as of this writing.
