I would argue that every repository is responsible for all the packages it builds. Specially now that Factory is build from these repositories and it's supposed to be some independent organization on each of them. The "neither of them said they were responsible for the SUSE RPM package" shouldn't be a valid answer. You are building it in your repo, it's your responsibility... no matter who exactly created the package.
