As for that snapshot: They are created at times when the user does something
potentially dangerous that he might wish to undo if it doesn't work; like
installing or updating packages or, like in this case, when system services are
enabled or disabled. Any of that might have consequences that might make the
system behave in a way the user doesn't like; or that prevent the user even
from working normally with the system to restore the old behavior.
Please remember that you can also boot into another snapshot from the Grub2
(bootloader) prompt and even revert the system to such a snapshot; sometimes,
when the user did a very bad misconfiguration (e.g. one that prevents the
graphical desktp to come up), that might be the last rescue for the average
user.
If you don't like that default behavior, you can configure it:

In short, edit /etc/snapper/configs/root and change
USE_SNAPPER=yes
to
USE_SNAPPER=no
Of course, in that case you will have to create snapshots explicitly with the
"snapper" command when you think it's appropriate.
