It happens often enough to be distracting and messes up the screen section until that portion of the screen gets redrawn. The damage seems to occur on the opposite side of the screen. If the tooltip popup is coming up on the right side, the damage occurs on the left side, and vice versa. I think it's possible some piece of code is not clearing an old flag or buffer and the panel is redrawing some portion of the screen from a previous pop-up. I'm attaching a screen shot which shows the damage to the screen in the lower right hand corner. Usually the damage is blue, but in this capture it is white. I have not found any set of steps that makes the issue occur. My fault. "zypper in libtalloc2" was missing.

Something grabs the mouse and won't let you change the focus from the current window. It's really really really really really annoying. I had to save my current windows state, and restart X to get it back. I say this because the KDE UI is behaving differently without any changes to KDE. It is as if it is taking advantage of enhanced available capability. Before when you hovered your mouse over an icon at the bottom, it would display a text message of the icon. After the change, it displays the text and mini-icon of the window. There are other doodads at work as well. Like translucent window when moving a window.
