If the link power mode isn't changed to min_power (max_performance is the default), hotplug should just work. When hotplug doesn't work the next time, please check the link power mode. Some power related tools change the configuration. As for kde4-device, I don't have much idea. It probably handles ATA devices differently from USB ones. Or the problem could be that it doesn't know it's an (e)SATA not an internal port. Anyways, I really don't have much clue about that. Please feel free to file a separate bug report for that. I'm resolving this one as INVALID for now. If the problem happens again, please reopen.
