I tried the same on a fresh default 42.3 installation and it works fine, ~/bin exists and is part of $PATH in ssh and plasma sessions.
Yes, I can confirm that too. (sorry for not replying earlier) The attached picture tells me that the directory should be added to the path (as test -d $HOME/bin returns 0). And /etc/profile hasn't changed anyway in 42.3. So IMHO it's either triggered by some package you have installed, or by some local change. But, I just compared your attached /etc/profile to mine (and the standard one in 42.3). It is completely different. IMHO, this bug report is INVALID therefore. Please remove /etc/profile and reinstall the aaa_base package, and it should work. If not, feel free to reopen.
