Touchpad double click work fine on my laptop, my mouse double click doesn't work on my laptop nor on my desktop. Reopening as the bug came back after reinstalling openSUSE Leap 42.1.
Installing xf86-input-libinput seem to fix this bug, but require to restart the computer.
Yes you would have to restart your xsession at least, as this is the one "loading" the driver. Reassigning bug to xorg, as what drivers are installed by default are their prerogative. However why the input-libinput driver should be any better if this is a "standard usb mouse" But I suspect the xorg team are better at debugging such matters. -- You are receiving this mail because: You are on the CC list for the bug.

gsettings get org.gnome.settings-daemon.peripherals.mouse double-click
