This is a bug that is not reproducible when you want, but it is definitely reproducible if the progress bar behaviour is like example b).
it happens to me about 2 times on 3 in average when you install a printer by yast, i doesn't depend on printer, it doesn't depend on driver, I only tested on network printer connection.
