Don't know if this is the right component, but as it happened in build service: I have a package called rubygem-mkrf which needs an rpmlint exception rule, so in rubygem-mkrf-rpmlintrc I put addFilter("rubygem-mkrf devel-file-in-non-devel-package") which did not work. However, addFilter("devel-file-in-non-devel-package") worked.
