Unfortunately, there is a bad interaction between the new way this fontconfig release handles .uuid files and the way some applications including Firefox handle fonts. See this debian bug for more details : https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=909818 . This causes affected applications to frequently rescan all system fonts, leading to intermittent freezes. The more fonts you have on your system, the longer the freezes will last, in my case it's typically in the 10s range. For me the behaviour of Firefox with the fontconfig package in M17N has not improved - if one Tab loads a page, all other tabs show some kind of sand glass.

Need to get libfontconfig1 from M17N too; yours is still from openSUSE:Factory.
Thats what I assumed, but earlier I missed the whole repo and found only fontconfig by itself: https://software.opensuse.org/download.html?project=M17N&package=fontconfig Now with libfontconfig1 as well as fontconfig from M17N repo Firefox behaves again. I observe still undesirable software behaviour after installation of the packages “fontconfig 2.13.1-2.1” and “MozillaFirefox 65.0.1-1.5”.

Should the version requirements be increased so that these packages will be consistent automatically?
AFAICS the version numbers are consistent: both fontconfig and libfontconfig1 should be at version 2.13.1-2.1. This should have happened automatically when you upgraded your Tumbleweed distro using "zypper dup", so I am wondering what may have gone wrong here.
