This VM, unlike what gnome-boxes does, has TPM 2 and secure boot via TianoCore enabled and, unlike doing this manually for gnome-boxes via common blog post approaches, it actually boots the Windows 11 ISO just fine. After some reviewing of my tickets I also found with https://bugzilla.opensuse.org/show_bug.cgi?id=1218452 I basically unintentionally made a duplicate of this one here, but it describes the problem better.
