Bug #1087426 isn't open to me.
It's the very same issue from a customer (sorry, can't open up the bug for the public). The bug was fixed in SLES 12 and SLES 15 and the fix propagated to Leap 15.0 but appearantly not Leap 42.3 for some reason.
