HAL is only needed for the backligt control of some rather badly supported graphic cards. Our current version of g-p-m will still be able to us HAL if its installed, but it would not pull-in HAL unconditionally. The current upstream g-p-m version dropped all HAL support already and leaves it all to the X server to provide backlight control through Xrandr.
