I now installed 2.6.27.26-SLE11_BRANCH_20090709131422_d268b667-default in addition, and running that NetworkManager (and umtsmon) can access the card without any problems. This has a dying disk so I had to switch testing to a different one, and tested both the official FACTORY kernel (still 2.6.30.2) there as well as a 2.6.31-based kernel of the day and a 2.6.27 based one, all on a FACTORY userland. Only the latter allowed umtsmon to connect to the card. In other words, even 2.6.31 as of about 48 hours ago still fails to work. And it really looks like a result of the tty rewrite that happened upstream: after adding the notty flag to /etc/ppp/options at least wvdial works. Indeed, after all openSUSE 10.2 2.6.31 kernels I tried and various earlier versions of 2.6.32 all failed, with kernel-default-2.6.32.8-0.2.99.15.48dd9f3.x86_64 (kernel of the day) and ModemManager-0.2_20090810-2.1.x86_64 (stock openSUSE 11.2) things work again as they used to do a year ago.
