Unfortunately, if PackageKit is not installed, those buttons silently fail. We ought to look into whether KDE provides that and then rpm recommend one of those packages. For our default factory install almost all of those install buttons should not be visible as the corresponding module should be installed. The buttons probably showed up when the built against / installed versions of paprefs and pulse got temporarily out of sync. There are 2 buttons in 'Network Access', 3 in 'Network Server', 2 in Multicast/RTP.
