Verify that the 'libvirtd' daemon is running. E.g. output of journalctl when attempting to start libvirtd? If you want me to re-install the original 13.1 RC1 to reproduce the problem there let me know. Else - as there is obviously a solution already available - the bug could be closed as far a I am concerned.
