We didn't want to force an update of the lang package because it's quite big, and this branch of f-spot is string-frozen (so it cannot get worse than the current situation). So we have this now:
+ we require a lang package with a version between the old version and the one in the maintenance update (to make sure we have a lang package, and that either the old one or the new one can be used)
+ we provide f-spot with the old version so that, if the old lang package is installed, there's no requirement to update to the new lang package (keep in mind that a lang package has a "Requires: %{name} = %{version}").
Obviously, this is hacky, but we couldn't find a better solution. What do you think?

From an update perspective I think this is the right approach. From a packaging
perspective, I don't know if there are better ways to solve this, but will leave that to someone with better knowledge on the topic.

Oh, we're not talking about not releasing the -lang package, but about being permissive on which one can be used.

For one case I think solution 2 is practicable, but if we start with such a thing, we have to do the same for other packages and then we have a higher update risk in the future.

No, we fight for the general case, not this specific example :-) It's really about setting a policy on how this should be handled in general. It's actually even more important for the GNOME upgrade, since if we make it possible to not upgrade translations, it will be much smaller.
And it is a standardly not installed package (base setup with gnome). So I think not too many users are affected by this update.
F-Spot is installed by default with GNOME, as far as I can tell.

You're missing the issue, it seems. We have this in f-spot.spec: Requires: f-spot-lang = %{version} f-spot 0.6.1.3 is installed, and f-spot-lang 0.6.1.3 is provided by bundle-lang-gnome-fr. Now, if I update to f-spot 0.6.1.5, I will need f-spot-lang 0.6.1.5 too. So, unless we update bundle-lang-gnome-*, I will need to download f-spot-lang.
