which is the one running on Tumbleweed and apparently does work. It's the same upstream release with additional commits AFAICT.

This looks indeed like the problem I'm seeing.
So if openSUSE:Factory/plymouth (22.02.122+94.4bd41a3) works and Base:System/plymouth (22.02.122+180.b1d5aa9) does not, it's a pure regression. Either in upstream or in the patches rebase. And that is actually already reported in that bug 1224150. Isn't it actually what you (Thomas) is actually seeing: "boot_encrypt: grub does not ask for encryption key"
