Running "zypper dup --download as-needed" directly works fine. Reproducible: Always Steps to Reproduce: 1. edit /etc/zypp/zypp.conf (-> commit.downloadmode = DownloadAsNeeded) 2. run zypper up 3. I'm pretty sure it didn't worked (with DownloadAsNeeded) in rc1. So I set it back to DownloadAsNeeded and now it seems to work as expected.
