It depends on the URL visited. Konqueror emits warnings like this on the console: "QAction::eventFilter: Ambiguous shortcut overload: Strg++" Pages which break the shortcut are e.g. www.zeit.de. It happens with sites with a more complex design. Just try arstechnica.com. On some pages even the F3 key (repeat search) does not work! Does this happen for a new user as well? So the question is how a KDE configuration can break shortcuts in a web page dependant way.
