In 12.2, /var/log/journal was created by default (enabling on disk journal persistence) and it is kept when upgrading (because we can't detect if user want to keep it or not). If you want to enable journal persistence, you can either create /var/log/journal directory (as root) or install systemd-logger package. Installing systemd-logger package will also cause a conflict with syslog implementations, allowing your system to only use systemd journal.
