Starting Firefox with "MOZ_USE_XINPUT2=1" resolves the issue. I know MOZ_USE_XINPUT2=1 is a bit experimental, but on Tumbleweed, that could be more justifiable. And it seems to work just fine and resolves a significant usability issue.
