AFAICS these files were never marked as config on SUSE (at least not since 9.1, I didn't check it further back), so if you got a backup copy in a previous update, you either created it yourself (maybe as an auto-backup of the editor you used), or you were using a non-SUSE nmh RPM, that did mark /etc/nmh/* as config files. As I only recently took over responsibility for the nmh package, I don't know why the /etc/nmh/* files weren't marked as config before, but my guess is, that it was just an oversight of the previous maintainers.
