The package atop from openSUSE:Factory is only build for the Factory project since it depends on different packages that are only available in that project.
The atop package I have submitted to Package Hub is available here:

Feel free to test it. Please note that it will be available on Package Hub once the update was accepted. I will update this bug once it is available.
