[Bug 216020] zmd post install restart zmd.exe inside the chroot

Also i observed that executing the command 'rpm --root /jail -Uvh *' does not start another instance of zmd inside the chroot. Although if zmd was already running inside the chroot then installing the rpm will restart it. Hence i think the behavior is as expected, i.e. when installing zmd inside chroot, it gets restarted only if it is running inside chroot.
