I don't care about quotad. I would split off that service, to another subpackage to decrease dependencies. So the service will not be enabled after the installation automatically, but user will have to do it manually. I'm turning enabling off. The split off is done, new package is named quota-nfs and it will Require packages needed for enabling the service.
