The workaround needed for an upgrade from 13.2 is only needed after the initial reboot in the upgrade procedure to ensure that network connectivity (Network Manager WiFi passwords) will happen as expected and therefore the upgrade procedure can complete successfully, including any network activity it requires during the initial reboot.
