It would not be manageable. Such rules should be handled directly in the kernel, if the device is not useful in its initial state, or the rules carried in a specific package where people work with such type hardware. There is an upcoming solution for this in context of NetworkManager, but it may take a while until that is ready. Passing to NM, to keep track of this device, or add it to some possible list of existing workarounds, I don't know about.
