Make sure that vmware-user-suid-wrapper has the suid bit set.
FWIW, this is a script that I run inside a guest to test drag/drop and
copy/paste after a fresh build and install of open-vm-tools:

killall vmtoolsd
echo "mounting vmblock-fuse"
sudo modprobe fuse
sudo mkdir -p /var/run/vmblock-fuse
