Supporting other display managers than X11 is on our roadmap, so a X11 prefix would be misleading. As previously stated I do not see a reason for Maliit to be under M17N. This project states it is for improving multilingual support in openSUSE. I fear that people will expect us in the Maliit project to follow the m17n mailinglist et.c. If you don't want to give out toplevel too often, perhaps there could be an Upstream or Upstreams project in OBS, and then let upstream projects get subprojects there? "Upstream:Maliit" in this case. As you mentioned home:janpetersen, I was assuming janpetersen, but it seems to be a non existing user. do you refer to a project on a different buildservice maybe meego? regarding the project nameing: while M17N states that "This project states it is for improving multilingual support in openSUSE". it doesnt have to reflect to all subprojects.
