I'm afraid due to the update policy of Leap, we only provide bugfix updates, not new features for Leap distributions. If you need to install a newer flatpak and can't wait for Leap 15.2, you can try one of the community (unofficial, unsupported) packages in https://software.opensuse.org/package/flatpak .
