ATM, for English we have opensuse-manuals_en with all books a properly interlinked HTML output and separate *_en-pdf packages (1 per book). For foreign languages, a big opensuse-manuals_* package (HTML) does not make that much sense because it is incompletely translated. Thus I'd prefer stand-alone HTML packages (1 per book). If we want to go that road my statement was wrong and I must remove the obsolete statement from manual_de. Sorry for the confusion. Yes, but sometimes in the end that's less confusing to the "foreign" user.

Sure, I'll avoid this. This would be a bug and nothing else.
3 possible solution I can think of (for all languages):

The problem with the last option for partially translated books is that some bits are coming from the _localized_ style-sheets. Thus while the text is English framework stuff ("see Kapitel 42 'Printing'", or "Inhaltsverzeichnis"). That especially bad, if we'd produced untranslated PDFs with the localized style-sheets. References from stand-alone HTML books are not "hot". Thus the user will never see 404. Option two is complicate. I'd just install the English set _always_--it is our reference documentation.
