As example, I have downloaded xfce4-session-lang package from Leap 15.2 [1] and Leap 15.3 [2] repos. And both supplement xfce4-session:
This doesn't have any effect on the locale selection/change. It says 'try to install me too if xfce4-session is about to be installed'. So unless xfce4-session itself is not installed/updated as well, it has no effect. And it has no effect at all if someone installs with --no-recommends or has solver.onlyRequires=true in zypp.conf (supplemets is a reverse-recommends). Anyhow, a package indicates that it offers support for a specific locale (or a set of locales) by providing 'locale(LOCALESPEC)' or 'locale(package:LOCALESPEC)'. LOCALESPEC is a ';'-separated list of locales but you can also use multiple 'locale(..)' provides. locale(bg;el) or locale(bg) locale(el) The above is often used with fonts or input methods, which are not directly related to a specific package.
