I think it should not be disabled.
Since ARM has support for both EFI and DT the framebuffer can be configured by one or the other.
Are there ARM systems with *real* EFI? Because RPi's EFI framebuffer comes from DT and working around that with code only makes sense if there are non-DT ARM systems.

rPi has EFI because u-boot implements some EFI interfaces. This is the case for many small ARM systems.
ARM server systems would typically come with different firmware with more complete EFI implementation similar to what you would see on x86.
