Do I understand correctly that this changes the existing behaviour from "logfile" to "syslog"?
Yes, the syslog could not be used because is overridden by the -L option. If available, it will use syslog by default if FETCHMAIL_DEFAULT_LOGFILE is empty or set to "syslog". If set to "/path/to/file", then this log file will be used.
