Since we moved to dracut the first boot is not any different than subsequent boots. So this needs further investigations why the boot process hangs. You can use the dracut options: rd.debug to get further information about the boot process. As this image is also not maintained by us I'd like to suggest that the JeOS team handling arm takes a closer look especially on what the image description does (maybe there is some first boot service) and if that turns out to be a problem in kiwi we are happy to jump in and help.
