In previous versions, I have gone to Yast --> System Services (runlevel) to enable the service. However, there is no entry for it with 12.3 Beta1 Perhaps enabling requires only a "systemctl" command for systemd. So I checked the documentation (the README.SUSE file installed under /usr/share/doc/packages). But that has a date of 2011, with no mention of how to enable. At the least, there is some missing documentation. Unfortunately it wasn't. The systemd service file wants "apcupsd" to be in "/sbin". However, it was installed in "/usr/sbin". For my own use, I added a symlink as a workaround.
