Basically, YaST needs to bind-mount /run at /mnt/run, but this was not done. That bug was already reported in [1, 2] and fixed in [3, 4]. For SLE-15-SP1 there is a self-update repository including the required fixes (yast2-installation >= 4.1.47 and yast2-storage-ng >= 4.1.87). Unfortunately, there is no way to fix Leap 15.1 installer. I have checked this in Leap 15.2 and now /run is correctly bind-mounted. So, from the YaST point of view, the issue with /etc/resolv.conf is fixed.
