Currently one has to install the whole kernel-source package which needs almost 0.5 GB on the disk to get just the headers. How about providing a separate kernel-headers (or kernel-devel) package with only the headers but not with the rest of the kernel source tree? That's the way Debian or Ubuntu do it.
