But when I change the language via the little flag in the header the language is changed. E.g. buttons in language module is labeled "Save" when language is English. When I select German from list a message appears that changes have been written but the button is still labeled "Save". Changing language via module should change the language of target system.
Uhm. Sorry, but this is quite unobvious. Isn`t language of target system something which is defined when creating the appliance? I think that for change frontend language is used language flag on top of page. Language module change just language on target system. It is two different ways.
Ah, now we have the first conflict of interest between appliances and the distribution. For appliances, the UI language is important, not the system language. (Assuming that its an appliance and the main interaction is through the packaged vendor application). For the (openSUSE/SLE) distribution, UI and system language are important, assuming that WebYaST is an admin tool preparing the system for users. I'd almost vote for leaving the language module out for appliances. Beware ! The above might work for openSUSE/SLE but does not fit appliances, I believe. In appliances, the customer only 'sees' the WebYaST UI or the (bundled) application UI.
