However this worked and works in Firefox. After an update a few days ago, suddenly it worked also in konsole and lokalize, however after the update today (Sept. 1,2022), this does not work again. In Systemsettings in KDE there is no setting of a layout. The setting is done during installation. When I press Ctrl+Alt+K a message pops up telling the layout is US keyboard with dead keys. When using another account on the system, at least konsole honors the dead key.
