Problem still seems to be occurring, but now the warning is slightly different: it says "user-1000.slice" instead of "user-0.slice" (note: the "pexpnagios" user has uid 1000).
Can you please try to reproduce with the debug logs enabled ?
To do so, please first append the following option to the kernel command line (that will require to reboot your system "test"): printk.devkmsg=on
To enable the debug logs at runtime, use "systemd-analyze set-log-level debug" and to disable them use "systemd-analyze set-log-level info".
