Hmmm ... what about are you talking about? If there is no Desktop Environment,
that is you are on the console prompt, the Ctrl-Alt-Delete action works as
configured (that is that the ctrl-alt-del.target is a symbolic link to
reboot.target). Nevertheless, in an graphical and potential multi user
ennvironment, the PolicyKit has to make the decision if a user is allowed to
e.g. reboot the system. It is free to you to reconfigure this for your private
requirements and/or preferences, compare with man:polkit-default-privs(5).
And this bug is about the problem that if a password prompt is active on the
console (or plymouth) the Ctrl-Alt-Delete action does not work.
