There are many variables that influence this, including screen resolution (which translates into window size limits), font sizes (again a compromise: legibility vs. making room for long texts), verbosity of languages (English tends to be very concise, German considerably longer, French usually the longest). Frankly, button texts that take the better part of a normal text line (like that "Réanalyser les disques") look scary to me. As a user, I'd avoid pressing a button where even the description is so complicated... If you look at the number of characters needed for the English button label vs. the French button label, you will find that there is just no reasonable way to anticipate the expected growth of that button when switching languages. In that particular case ("Rescan" -> "Réanalyser les disques") it grows from 6 to 22 characters - that's 366%. If we reserve that much space for every button, the screen will be almost empty in the English version.
