The problem seems to be that during update, you've used another language, is that right?
depending on the meaning of "another" I'd say: correct (sort of). I'm running my PC "all english" (incl US keyboard) but still it's in TZ=MET. so language and time zone did not match, but both the installed 11.1 and update had the same language/keyboard/... settings (english, US) and /etc/sysconfig/language:RC_LANG="en_US.UTF-8"
The timezone settings should not be written anyway, actually: what does your /etc/sysconfig/clock look like?
