Note, that --encoding=UTF-8 produce unwanted results that the man-pager may not be able to display properly.
There may be some remaining problems but mostly man-pages encoded in UTF-8 should work.
Mike, do you think I could add more characters to /usr/share/docbook2X/charmaps/roff.charmap (part of the docbook2x package)?

From 10.3 to 11.0 I applied more or less cosmetical changes only. See bug 360447 . But even it I compile the version from 10.3 on 11.0, it fails with
