FYI, I can reproduce only on RPi3 B+ version, not the RPi3 B version.
I trigger it on RPi3 B too. (In reply to Oliver Neukum from comment #4)
This looks like an interrupt routing issue. Please provide full dmesg and "cat /proc/interrupts"

It looks to me like the phy code expects to be called in hard IRQ, but USB calls this code from a tasklet. If so, we have inherited this issue from upstream. Could you please test the vanilla kernel?
