On nearly a daily basis, pulseaudio breaks down. When an app tries to play a sound, it will trigger behavior where the speakers just emit a click or beep once per second. The click or beep is usually a portion of the sound that was trying to be played, such as part of a pidgin beep, or a thunderbird pop indicating new mail has arrived.
