If it is an USB mouse and you cannot see it with lsusb, this is a kernel issue or a broken mouse. So is this an USB mouse? Your bug report doesn't state even the most basic information. What is actually Virtual PC? I have version 7. Zhis is a counterpart to VM-Ware. So there should be a PS2 mouse. You probably have to go to M$ for that. Also, AFAIK PS/2 devices don't show up in /proc/bus/input/devices. Also you still didn't include the most basic information for bug reports.
