Then i boot witouth network connection (i.e. ntp server is not reachable). The system came up with the time shift i have entered in BIOS. Now, i connect the PC to network and restart ntp (via /etc/init.d/ntp stop and /etc/init.d/ntp start). Few seconds later time is up to data. Thus, for me ntp configuration and daemon works.
